What do we mean by illiterate?

Illiterate, differently-abled or low-literate?

If someone cannot read or write we say that person is illiterate.

Someone who is illiterate can write and read in his mother tongue. For example, he writes and reads in Arabic. An otherwise illiterate person does not master the Latin script.

If someone is low-literate, he or she has difficulty with language and possibly with math. This is also usually accompanied by low digital skills. A low-literate person can read, write and calculate, but does not master the minimum level 2F required for a starting qualification. Level 2F is the final level of senior secondary vocational education (vmbo) or MBO level 2 or 3. A low-literate person with a level below 2F has difficulty, for example, filling out a form independently, or this person may have trouble reading a work instruction or a safety regulation.
